Engineering & Construction client is looking for a Project Controls Specialist for a long term Contract assignment in Bloomington, MN. You need 4-7+ years of combined experience in project planning, project scheduling, cost engineering (project accounting, budgeting & forecasting), progress measurement & overall project controls for heavy industrial EPC projects. ** Hourly rate is commensurate with experience & education **


  • Perform project controls work on engineering and construction projects, including planning, estimating, forecasting, scheduling, cost control, schedule control, and project reports
  • Develop, implement, and maintain internal cost reports, cash flows, and forecasts
  • Responsible for schedule management, earned value management and cost management
  • Responsible for engineering, procurement, and construction planning, scheduling, logistics, and cost control
  • Analyze project controls reports, present findings and provide recommendations to the project controls team
  • Set up Cost Breakdown Structure (CBS) for tracking detailed breakdown of purchase orders or subcontracts
  • Ensure budget tracking against Purchase Orders or Subcontracts
  • Report accurate updates to cost reports or forecasts
  • Develop and present a cash flow report
  • Develop Level 1, Level 2, and Level 3 schedules
  • Set up Work Breakdown Structure (WBS) in Oracle Primavera 6 cheduling software
  • Serves as a point of contact for technical questions from APM's, PM's, Lead Engineers, or Construction staff


  • 4-7 years combined engineering and construction scheduling and cost engineering experience on complex, heavy industrial EPC projects as a Project Controls Specialist
  • Must be equally experienced and skilled in project scheduling AND cost engineering concepts in support of EPC projects
  • Specific experience on Transmission Line or Substation EPC projects is a big PLUS
  • Experience with Earned Value Analysis, Cost Forecasting and Cost Analysis in support of EPC projects
  • Must have solid experience with critical path method (CPM) scheduling in support of EPC projects
  • Strong background in the Suite of Primavera Products
  • Advanced skills with creating and maintaining schedules in Primavera P6 software
  • BS degree in Engineering, Business, Construction Management or related field is a preferred but equivalent experience will also be considered
  • Knowledgeable of engineering, procurement and construction planning, scheduling, logistics is needed
